1. The NCPRR is a power resource that was created by the Puerto Rican people's grassroots struggle - it has history, legitimacy and weight. Hundreds of thousands of volunteer hours, the rejecting of government funding, the rejecting of the single, charismatic male leadership model; the promotion of women and young leadership (women must be at least half of all leadership bodies within the organization), the successful uniting of previously disconnected community forces; the emphasis on learning to use all tactics and avoid marginalization (community education, working the media, voter mobilization, coalition building, lobbying, litigation, and direct/action); the groundbreaking work around bilingual education, environmental justice, the right to representation, holding elected officials accountable, racial justice, against police brutality and Puerto Rico's right to self-determination are part of our legacy.
2. The 8th national convention represents a historical turning point for NCPRR. The convention will:

Help NCPRR determine what works in 2009 and beyond in order to address the many challenges facing the Puerto Rican people.

Learn from and build on the experiences of different cities as well as towns across the country where Puerto Ricans live.

Determine how to effectively utilize the history, name, recognition and credibility of the NCPRR to affect social change.
- Address the issue of organizational life-support and financial stability to make the NCPRR viable in the new century.
B. Your investment will support the development of next generation leadership
Twenty-seven years after the NCPRR was founded a whole new generation of Puerto Ricans has come into being.
- The convention will help determine how NCPRR will identify itself as the continuation of a proud organizational tradition while simultaneously serving as an effective organizational tool and asset for the next generation leadership in our communities across the country.
C. Your investment will support education
1. The National Congress for Puerto Rican Rights has been dedicated to advocating for the human and civil rights of Puerto Ricans. The NCPRR educates its members as well as the community about the conditions affecting the Puerto Rican and Latino community in addition to ways to improve them. NCPRR supports affiliated organizations, and works closely with elected representatives along with public officials as it relates to the community’s problems, needs and ways of addressing them.
2. NCPRR organizes local and national campaigns. In fact, the NCPRR is best known for its organizing against environmental racism, police abuse and other forms of discrimination. In addition to national advocacy efforts, NCPRR local chapters work in support of their local community issues, and campaign to hold elected and appointed officials accountable.
3. The NCPRR serves as a voice for Puerto Ricans who cannot speak out because they work with agencies or community groups dependent on government funding; and build progressive coalitions with other people of color as well as groups fighting all forms of discrimination.
4. The NCPRR is a vehicle used against social and economic injustice which affects Puerto Ricans and Latinos on a daily basis, nationally and in local communities such as in Philadelphia.
- Your investment will support a research based convention that will assess the current state of Puerto Rican communities across the U.S. and in Puerto Rico
- The research will provide a platform for follow on steps as well as methods for the direct engagement of next generation community leaders through intergenerational reflection, interaction, sharing of experiences and unified efforts for making positive social change into the future.
- The Research Agenda: At the convention, a research brief will be presented by the national president of NCPRR. The data presented will describe the current state of Puerto Ricans in the United States and in Puerto Rico, during the past decades, with a particular emphasis on the progress made during the past several years.
